This is a Pokemon Gold Trading Card
featuring the Jigglypuff character.

Picture below. I tried several times
to get a good, clear shot of this
but it just wasn’t possible. It’s
in very good shape with only
surface scratches from normal
use.

Dated 1999 and made in China,
has the following inscription:

When its huge eyes light up
